National Assembly of Pakistan has passed the Asaan Karobar Bill 2025

The National Assembly of Pakistan has passed the Asaan Karobar Bill, 2025, marking a major milestone in the country’s journey of regulatory reform. This legislation is a critical step forward for business, investment, and governance and REMIT is proud to have supported its development at every stage.

From the outset, REMIT worked closely with the Prime Minister’s Office, the Board of Investment, and legal and regulatory experts to shape the bill’s mandate, particularly its provisions on establishing a national legal registry and streamlining regulatory processes.

Our contributions included benchmarking research and incorporation of global best practices, extensive stakeholder consultations and drafting assistance to align the Act with international standards of regulatory governance.

Under the Bill, an Asaan Karobar (AK) Unit will serve as an institutional mechanism to:

-Systematically review existing regulations for elimination and simplification.

-Conduct rigorous reviews and cost-benefit analyses before new regulations are approved.

-Ensure that eliminated regulations cannot re-emerge under another form or name without AK Unit approval.

Throughout the process, REMIT emphasized that the Bill must go beyond being a legislative achievement to become a driver of practical systems, user-centric platforms (such as the Pakistan Business Portal), and meaningful capacity building.

Looking ahead, REMIT remains committed to supporting the next phase: implementation, institutional strengthening, and ensuring that these reforms deliver real, tangible benefits to entrepreneurs, consumers, and investors across Pakistan.
