REMIT has supported Pakistan’s Federal Board of Revenue (FBR) in the development and deployment of a Compliance Risk Management (CRM) System—a key component of FBR’s digital transformation agenda.
The CRM System is a comprehensive risk analysis tool designed to detect anomalous taxpayer behavior, segment taxpayers based on risk, create targeted risk groups, and develop compliance improvement plans.
The system was developed over the course of one year and has been fully integrated into the Pakistan Revenue Automation Limited (PRAL) and FBR IT systems. Global good practices suggest that effective usage and implementation of a CRM framework can lead to a 15–20% increase in revenue year-on-year.
To ensure sustainability and institutional uptake, REMIT facilitated multiple training sessions for tax collectors working in FBR’s corporate tax offices. To further reinforce learning outcomes, REMIT partnered with FBR’s training academy to assess the understanding of trained officers. A total of 155 tax collectors from Karachi, Lahore, and Islamabad participated in a formal assessment covering both Sales Tax and Income Tax components of the CRM dashboards.
The operationalisation of CRM by FBR has also been mentioned in the May 2025 IMF country report for Pakistan.
